Position Description

Dynetics, a wholly owned subsidiary of Leidos, is seeking a talented Explosives and Energetics Compliance Lead to support commercial, aerospace, and defense manufacturing/production programs.The Explosives and Energetics Compliance Lead position oversees the company’s compliance programs related to explosives and energetics regulations and export controls.


Managing, developing, coordinating and executing Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and Export controls compliance policies and procedures in accordance with applicable laws and regulations. The candidate is expected to have detailed knowledge of the following related tasks, in addition to other compliance related matters:

  • Explosives and energetics serial number records management and related processes
  • Explosives and energetics acquisition & disposition record keeping
  • Explosives and energetics serial number audits/inventory
  • ATF records keeping and filing
  • ATF and export controls registration renewals
  • ATF tracing requests
  • Continuous improvement of compliance programs
  • Compliance impacts of the transfer of explosives and energetics from the ITAR to the commerce control list
  • This position works with contacts in order to accomplish the objective such as:
    • External Contacts- Indicate areas of contact most relevant to this position. Some contact with Local, State and Federal Agencies tasked with the tracking of explosives and energetics activities. Contact with licensed dealers and manufacturing vendors also possible. Industrial/Commercial Customers, Residential Customers, City, and the Media are possible contacts.
    • Internal Contacts- Indicate areas of contact directly linked to accomplishing the objectives of this position.
  • Perform other related duties as assigned.


This position has supervisory responsibilities including:

Supervise employees assigned regarding their daily activities, assignments, schedules and adherence to company policies

  • Provide leadership for employee relation through effective communication, coaching, training, and development
  • Detail and implement long-term direct reports/organization plan to increase overall department responsiveness
  • Ensure the staff is properly trained for their assigned tasks
  • Execute performance reviews and disciplinary action as required

Knowledge of explosives and energetics; quality, features, safety, etc. is a plus

  • Demonstrable track record of 10 years of successfully working in a manufacturing and test environment with a minimum of 5 years of leading and managing
  • Excellent communication skills both verbal and written
  • Cross functional team builder/player with high levels of professionalism, integrity, and enthusiasm
  • Must be able to work accurately and efficiently in a fast work environment that has the potential to change due to regulatory and business needs
  • Detail oriented and highly organized with the ability to multi-task
  • Experience working independently with little supervision
  • Possess excellent interpersonal skills and be able to work effectively with a variety of corporate clients.
  • Have a demonstrated and acute attention to detail.
  • Strong problem-solving skills



  • A Bachelor’s degree from an ABET accredited school is required
  • Experience with explosives and energetics and ATF regulations is required
  • Eligible candidates must be willing and legally able to handle explosives and energetics


  • Law Enforcement or Military experience in explosives or energetics inventory control and/or supply chain management would be a plus.
  • Experience in AS9100 or ISO9001 quality management system (QMS)


This position requires compliance with ITAR requirement. Must be a “U.S. Person” (per ITAR 120.15) and are required to show proof substantiating this upon being hired.

Other Qualifications


Must have excellent communication skills; reading, writing and listening. Ability to read, analyze, and technical documents; including excel spreadsheets.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


Required knowledge of MS Excel and MS Word using MS Windows platform.


Some travel will be required.

Security Requirements

Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.
