Position Description

Dynetics is seeking a qualified individual to serve as a Flight Branch Manager and small Unmanned Aircraft Systems Operator on various Government Contracts and 14CFR Part 107 Commercial UAS Operations. Dynetics conducts Flight Operations locally and across the nation. Knowledge of regulations, risk and safety analysis techniques along with an intimate knowledge of airspace and flight regulations encompassing FAA, Government and Military is required. Tasks include supplying subject matter expertise to help our customers build contracts that comply with DFAR and clauses (such as the Ground and Flight Risk Clause). An in-depth knowledge of DCMA Inst 8210.1 is highly desired. Knowledge of flight test procedures, aviation test planning, test execution, data gathering data reduction/presentation and Flight Test reporting is strongly desired.

This position entails management of a team of UAS Operators including personnel management, leadership and employee development plans and appraisals. The Flight Branch Manager is responsible for management of a UAS lab and technical assets and at various field sites across CONUS. The position requires daily interaction with Corporate Management and engineering staff, as well as customers. Responsibilities include; scheduling and managing flight operations for a fleet of aircraft, aiding with providing technical data and support for Airworthiness Releases, scheduling ranges and airspace, budget and cost estimation, Flight Records tracking and maintenance, contractual language, regulatory compliance of aircraft, personnel, operations and standardization and evaluation of flight crew. The Flight Branch Manager is responsible for flight and mission approvals including risk assessment and management, land use agreements and airspace access. The selected individual has to be a Self-starter, Mission and goal oriented who can work with minimal supervision and maintain personal and professional integrity. Some aviation test experience is extremely helpful. Understanding of Army Aviation Maintenance practices is desired.

Excellent communication skills are required. Individual must be self-motivated to do excellent work that exceeds customer expectations. Candidate must present a professional demeanor at all times while representing Dynetics to customers and stakeholders.

Candidate must be willing to travel at approximately 10% of the time to remote locations across the U.S. This individual must also be able to respond rapidly when called to support “pop-up” events, including travel to off-site meetings with very short notice.

Basic Qualifications

Part 107 Remote Pilot License (can be obtained after employment)

Experience in Part 107 Regulations and Waiver/Authorization Process
Obtain and maintain an FAA Class II Medical (or Military Class II)
Hold or obtain and maintain a SECRET Security Clearance

Bachelor’s Degree or higher in an Aviation field

Aviation Safety and Risk analysis using ATP 5-19 and AR/DaPAM 385 series

Rated Military or Civilian Aviator
Able to develop and write/edit Aviation SOP

Military Aviation or contract flight experience

Aviation Instructor, Standards or Teaching experience as:

IP or equivalent

SIP or equivalent

IFE or equivalent

Government contract flight operations and regulations

Experience running an ATP and can write an ATM

Aviation Flight and Maintenance SOP construction

Safety Case construction to FAA Standards

Understanding of Civil vs Public Aircraft Operations

10 years or more Aviation experience

 

Familiarity with:

DCMA Inst 8210.1 and Contractor flight ops

ATP 5-19, AR 385 series

AR 95-1, 20 and 23

FAA Part 107

FAA UAS Advisory Circulars

Airspace

Other Qualifications

Aviation test experience

Military UAS or RC/Hobby Flight Time

Master’s Degree in aviation related discipline

Private Pilot License or better (Commercial Rating is preferred)

Some familiarity with small UAS ops

Experimental Test Pilot training

Qualified GFR

Familiarity with

-Commercially available autopilots and flight planning GCS software

-Closed and open loop UAS control
-Common RC/Hobby aircraft components and controllers
 

Security Requirements

Candidate must be a US Citizen and possess (as well as maintain) a Final Secret Clearance.
